This is the Border Patrol checkpoint just north of Oceanside.
About Mile 66

in 1990 large caution signs were erected along I5 in this area and near San Ysidro showing a family crossing the highway. This was taken about Mile 67.

This is a lot like the Agricultural checkpoint on I80, only they aren't looking for out of state fruit here.
